TikTok Ads Betting Certification: Where It’s Allowed and How Licensed Operators Get Approved

TikTok accepts sports betting ads only from licensed operators that it has certified and allowlisted for a specific market. There is no self-serve route and no public application form. A TikTok sales representative, directly or through a partner, confirms eligibility market by market before anything else happens.

That makes TikTok the strictest of the three major platforms to enter, and in some markets the only one open. This guide covers where sports betting ads are allowed, how approval works, and what you must keep in place after launch. The overview of all platforms is in Advertising Betting on Meta, TikTok & Google.

How TikTok treats sports betting

TikTok's Gambling and Games policy (last updated June 2026) puts sports betting under online gambling. Ads are allowed only where betting is legal, and only after certification through the TikTok Industry Pilot Program with documents that prove your licenses.

Unlike Meta, TikTok approves sports betting as its own sub-vertical. Approval for sports betting in a market does not cover other gambling products there, and approval in one market does not cover another.

The policy prohibits ads for unlicensed services, misleading offers, and anything that targets or features minors.

Where TikTok allows sports betting ads

As of October 2026, TikTok's policy allows sports betting ads in 53 markets. In each one, eligibility and permission go through a TikTok sales representative, and the operator needs the local license the market requires.

Region Markets open for sports betting
Europe Austria, Bulgaria, Croatia*, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal*, Romania, Serbia, Slovakia, Slovenia, Spain*, Sweden, Switzerland, United Kingdom
CIS Azerbaijan, Belarus, Ukraine. TikTok's policy names a local license as an explicit requirement here
Middle East Israel*, Turkey
Latin America Argentina, Bolivia, Colombia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Mexico, Panama, Paraguay, Peru, Uruguay (only Supermatch)
North America Canada, United States
Africa Kenya, Nigeria, South Africa
APAC Australia, Japan (state-owned or state-regulated operators only), New Zealand, Philippines

* In Croatia, Israel, Portugal, and Spain, sports betting ads must follow scheduling restrictions required by local law.

Closed for sports betting include Brazil, Chile, Belgium, Italy, Latvia, Kazakhstan, the UAE, Saudi Arabia, and most of Southeast Asia apart from the Philippines.

"Open" means TikTok can approve a licensed operator in that market. It does not mean ads launch automatically: each operator and each campaign is reviewed separately.

Two things stand out. First, TikTok covers markets where other platforms are closed for betting. In Azerbaijan, Meta excludes gambling ads and Google offers no certification, so TikTok is the only one of the three open to licensed operators. Lithuania and Slovakia work the same way: closed for sports betting on Google, open on TikTok.

Second, new markets take time. In May 2026, TikTok confirmed sports betting in 25 European markets, and the first Spanish campaign (Luckia with Performics) went live in late April 2026 after several months of coordination between operator, agency, and platform.

How TikTok betting approval works

Step 1. Eligibility check per market

A TikTok sales representative confirms that your license, product, and market qualify. This happens per market: approval for sports betting in Germany says nothing about Austria.

Step 2. Certification through the Industry Pilot Program

TikTok describes four stages: advertiser verification and attestation, internal risk review, final review, and ongoing monitoring. You provide incorporation documents, an active sports betting license for each target market, and the list of markets and domains. Third-party guides report 5–10 business days for certification once documents are complete.

Step 3. Allowlisted, managed account

Approved advertisers run on managed accounts that are allowlisted for the confirmed markets. The account is set up and verified before the first campaign.

This is the step most operators underestimate. Without a sales representative who confirms your market and account, a perfect license and landing page lead nowhere.

We explain what whitelisting involves and what a partner handles in "Whitelisting for Betting Advertisers: What It Is and Why You Can’t Do It Alone" article.

Step 4. Creative pre-approval

Every betting ad passes a pre-launch review. Turnaround is usually 24–48 hours at the start and gets faster with account history.

What you must keep in place after approval

Requirement What it means in practice
Age 18+ targeting at minimum, or the higher legal age where local law sets one
Geo Targeting must match the license exactly. IP-based geo-fencing and VPN detection enforce market boundaries, so broad regional targeting fails
Landing page A sportsbook landing page only, including app store listings. No casino or generic hub pages. License details, terms, age verification, and responsible gambling messaging must be visible
Responsible gambling The responsible gambling message stays on screen for at least 3 seconds, plus any warning local law requires
AI-generated content Synthetic faces, voices, or visuals carry an AIGC label. TikTok detects them automatically
Claims No "guaranteed win", "risk-free", or "can't lose", including on-screen text and captions
Creators Branded content follows the same age and geo rules as paid ads. Undisclosed promotion is a violation
The creative rules are close to Meta's and Google's. We compare them platform by platform in this article.

Who TikTok fits and who it doesn't

TikTok fits licensed sportsbooks in open markets that can produce native vertical video and accept a longer setup.

It doesn't fit operators without a local license in the target market, or teams expecting to launch the same week they apply.

All markets in one place

TikTok's market list is one column of a bigger picture. We built a geo matrix that puts every market side by side across TikTok, Meta, Google, Snapchat, X, and Telegram Ads, with approval status, the license each market requires, and the conditions attached. It is updated as policies change.

Evido by Aitarget, a TikTok Marketing Partner, handles the TikTok side of a betting launch: market eligibility, certification documents, managed account setup, and creative pre-checks before review.

Fill in the form below with your license details and target markets. We'll send you the link to the geo matrix and tell you where you can launch on TikTok now, and what needs to change for the rest.
