Whitelisting, or allowlisting, is the platform-side permission that lets a licensed operator's ad account run betting ads in a specific market. On TikTok it is the only way in. On Meta and Google it takes the form of written permission and certification, but the logic is the same: the platform confirms who you are before your ads can run.
In our guide to TikTok betting certification, allowlisting is the step that decides whether you launch at all. Here is what it involves on each platform, what it does not do, and who handles which part.
What whitelisting looks like on each platform
Telegram Ads shows how far this can go. Its whitelist for licensed gambling advertisers in selected markets, including Brazil and Mexico, comes with a minimum of €30,000 per country, prepayment, a non-refundable 30% fee, postback sharing, and a 2–3 month run. Launch takes about 5–7 business days after approval, and compliance stays fully with the advertiser.
What whitelisting does not do
The word gets used loosely, so it helps to set four limits:
- It does not open unlicensed markets. Every platform still requires the license the target market demands. Whitelisting confirms a license. It does not replace one.
- It does not guarantee ad approval. Each creative still goes through review. On TikTok, every real-money gambling ad needs pre-approval.
- It is not permanent. TikTok monitors approved advertisers, Meta keeps rescanning ads, and Google ties certification to account policy health.
- It is not campaign management. A partner prepares documents, files applications, and handles approvals. Your team still decides strategy, creative, and spend.
If someone promises "guaranteed approval" or "launch without moderation", they either don't understand the rules or are presenting them incorrectly.
Why operators can't do it alone
There is no public door on TikTok
TikTok has no self-serve route and no public application form for gambling. Eligibility is confirmed by a sales representative, market by market. Without that relationship, directly or through a partner, a betting campaign cannot launch on TikTok, whatever the license.
Every approval is narrow
Meta approves one ad account, specific URLs, and listed territories. Google certifies one website in one country. A new domain, a new market, or a renewed license means another submission. An operator in five markets on three platforms manages a dozen approvals, each with its own documents and review cycle.
Newly opened markets take negotiation
When TikTok opened sports betting in Spain, the first campaign (Luckia with Performics) went live in late April 2026 after several months of coordination between operator, agency, and platform. Early markets reward teams that already have the platform relationship.
Mistakes accumulate
Rejected applications and violations stay in the account's history. Since March 2026, Google can revoke certifications across a whole MCC if too many of its accounts lose certificates or violate the gambling policy. Learning the process by trial and error is expensive.
Who does what
The split matters because it keeps responsibility where it belongs. The license and the product stay yours. Access, paperwork, and the platform relationship sit with the partner.
When whitelisting makes sense and when it doesn't
It makes sense if you hold a local license in markets where platforms accept betting ads, plan sustained spend rather than a one-off test, and want one account history that grows with you.
It doesn't help if you only hold an offshore license that the target market doesn't recognize, or if your core markets are closed on the platform regardless of license, such as Azerbaijan on Meta or Italy on TikTok.
Where to start
Whitelisting is mostly preparation: the right license mapped to the right market, documents platforms accept on first review, and a landing page that passes. The platform relationship turns that preparation into access.
Evido by Aitarget, a TikTok Marketing Partner, Meta Business Partner, and Google Partner, handles the whitelisting side: license checks, applications, managed accounts, pre-moderation, and escalations. We don't run your campaigns. We give you the access and infrastructure to run them.

FAQ
What is whitelisting in betting advertising?
It is platform permission for a licensed operator's account to run gambling ads in specific markets. On TikTok it is called allowlisting and is granted through a sales representative.
Is whitelisting the same as allowlisting?
Yes. Platforms and partners use both terms for the same permission.
Can I get whitelisted on TikTok without an agency or partner?
Only if you have a direct relationship with a TikTok sales representative. There is no public application form.
Does whitelisting let me advertise in countries where I'm not licensed?
No. Whitelisting confirms the license you hold for a market. It does not open markets your license doesn't cover.
How long does whitelisting take?
It depends on the platform and market. Third-party guides report 5–10 business days for TikTok certification once documents are complete, while a newly opened market can take months.
