Who should test ChatGPT Ads — and who should wait

Since February 2026, ChatGPT ads have gone from a closed test in the US to more than 60 countries. Almost every month, OpenAI adds new markets, formats, and tools, and many advertisers feel like they are falling behind.

But a feeling is a poor foundation for a media plan. ChatGPT Ads works well where people think through a choice in conversation, and it is almost useless where purchases happen on impulse. Below: who should test now, who should wait, and how to check your readiness in five questions.

What ChatGPT ads already deliver, and three limits to know

By October 2026, ChatGPT Ads is a working channel, not an experiment for a select few. You can open an account yourself in 63 countries. The platform offers pay-per-impression and pay-per-click bidding, conversion optimization, a pixel and Conversions API, custom audiences, and product ads built from your catalog.

The channel also has three real limitations.

First, the audience. Ads are shown only to adult users on the Free and Go plans. Users on Plus, Pro, and business plans do not see ads.

Second, there are no benchmarks. OpenAI does not publish them. In our first test in Cyprus, CTR was 0.64% and the average CPC was $1.63, but that is one market and one creative, not a norm. Read details in our case study.

Third, the cost per click. For pay-per-click campaigns, OpenAI recommends starting with a $3–5 bid, and the minimum daily budget is $25.

So the main thing an advertiser gets from ChatGPT right now is knowledge: which conversations lead to your product, which messages work, and which pages convert. Whoever builds that knowledge first will enter the scaling phase with the answers already in hand.

Who should test ChatGPT ads now: five business types

B2B and SaaS with long buying cycles

People ask ChatGPT to compare tools, build a shortlist, and explain the difference between pricing plans. These are exactly the conversations where ads appear. A B2B lead is worth far more than a click, so a $3–5 CPC fits the unit economics.

Where to start: split ad groups by situation, such as "looking to replace a current tool," "comparing three options," and "preparing a recommendation for a manager."

Online stores with a product catalog

People increasingly use ChatGPT to choose products. For ecommerce, there are product ads: you upload a feed, and the system matches a product to the conversation. Shopify stores also have a dedicated ChatGPT Ads app.

Where to start: upload your catalog and put high-margin products in a separate ad group. Read our step by step guide by the link.

Travel and services people plan ahead

A trip, a renovation, a move, choosing a clinic abroad: people plan all of these in conversation, with follow-up questions and comparisons. The longer someone deliberates, the more moments there are where an ad fits naturally.

Where to start: describe specific planning scenarios in your context hints, such as dates, family size, and budget.

Education and apps

"How do I learn Python in three months?" and "Which budgeting app should I choose?" are common questions for ChatGPT. App advertisers can target iOS and Android and use integrations with AppsFlyer, Adjust, Branch, and other measurement partners.

Where to start: one ad group per product use case.

Agencies

For an agency, ChatGPT Ads is a new service to offer existing clients. Those who build case studies first will have a strong argument in 2027 pitches.

Who should wait: five red flags

Categories prohibited by OpenAI's policies. Gambling and betting, crypto, dating, alcohol, tobacco and vapes, and certain financial products. Financial, healthcare, and legal services go through additional review and require licenses.

Low-cost impulse products. If your average order is $10 and your margin is $3, a $3–5 click will eat your profit before you find out whether the channel works.

Advertisers without a landing page and tracking. Without a page that answers the question from the conversation, and without a pixel, a test will show clicks but will not answer the key question: does the channel pay off?

Anyone who needs volume this month. If the goal is to scale sales fast, ChatGPT Ads does not have enough reach yet. For now, this channel is for learning and targeted results.

Brands whose audience is only in markets where ads are not live. Ads only run where OpenAI has launched them. If your customers are in Kazakhstan or Uzbekistan, you cannot show ads to them yet. But you can prepare your account, ads, and landing pages in advance, so you can launch as soon as the market opens.

Your situation Test now? Why
B2B, SaaS, high-value leads Yes Comparing and choosing are core ChatGPT use cases
Store with a catalog in live markets Yes Product ads from your feed, plus Q4 demand
Travel, education, apps Yes Long planning, many follow-up questions
Prohibited category No Will not pass review
Low-cost impulse product Probably not CPC is higher than the margin
Audience only in markets where ads are not live Prepare Ads cannot be shown there yet

Are you ready? Five questions to answer before you test

  1. Do your customers ask ChatGPT about the problem your product solves? Check it yourself: ask ChatGPT ten questions the way a customer would.
  2. Are ads shown in the country where your customers are? Check OpenAI's list of markets.
  3. Is your category allowed? Check OpenAI's policies before you prepare creatives.
  4. Can your unit economics handle a $3–5 click and a budget of at least $25 per day per campaign?
  5. Are your landing page and conversion tracking ready?

Four or five "yes" answers: you can launch a test. Two or three: close the gaps first. One or none: the channel is not for you yet, and that is a perfectly reasonable conclusion.

What a smart first test looks like, and what it costs

The first test should answer one question: in which conversations does your ad fit? You do not need a big budget for that, but you do need a clean structure.

Set up two to four ad groups, each for its own type of intent. Run them for at least two to three weeks, and do not change everything at once. Look at the metrics in order: are there impressions, what is the CTR by ad group, how does the cost per click compare to your plan, and how many clicks turn into leads?

Even the minimum setup costs money: three ad groups in one campaign with a $25 daily budget over three weeks come to about $525. If each group needs its own budget, the total multiplies. Plan your test so that each group gets enough clicks to draw conclusions.

The bottom line: why early testers have the edge

ChatGPT ads will not replace search and social this year. But they already have their own niche: conversations where people choose, compare, and ask for advice. If your product often comes up in conversations like these, now is the time to test, before the channel becomes as expensive and crowded as the others.

The hardest part at the start is figuring out whether your product meets the policies, whether your market is open, and which structure to start with. Evido by Aitarget runs ChatGPT Ads campaigns, including for companies from countries where self-serve registration is not available, and checks ads against OpenAI's policies before they go to review.
